Cycle use statistics published by the Dft put Cambridge, unsurprisingly, top of the list.

With consistent but relatively small levels of investment (compared with other forms of transport investment), we could start to rival the cycling rates of cities in Denmark or the Netherlands.
Despite an increasing population, census figures show that car use in Cambridge has hardly risen in ten years.
Improved facilities for cycling will offer everybody the choice of healthy and active/sustainable ways of getting around, reducing congestion and pollution even further."
