W582 EOO unlawfully parked on Emmanuel Street, during the morning peak period. Note that the Royal Mail van in the distance (well; not that far, and that's my point) is parked in the loading bay. There is more than one van's length avaliable in the loading bay for this Transit; it's only a few more yards. (Lazy people, eh?)
