PF08 YUJ, of the UKMail firm — illegally doing something on St Andrews Street. The kerb markings indicate "no loading at any time" as does the sign on the black pillar (frame, lower-left). The double yellows indicate no waiting, but the driver has left the vehicle. I don't know if that counts as parking or waiting, but delivering mail—that probably classes, in most peoples' minds, as loading.
