Cars are supposed to use dipped headlights under the M25/A30 bridge - so couldn't there also be a shared-use cycle route on the footway?

Walton Bridge Road - a major bottleneck. Cyclists can use the old bridge to the east. A major new bridge is planned, presumably with some kind of cycle facilities.

Walton Bridge - cyclists can use the old bridge across the Thames, but have to use the busy carriageway across the dry bridge immediately southeast. To be changed, perhaps, when the new bridge is built.
